REPORT — controller v0.308.0: the operator's answers S1, S9, S10, S11, S12, S27, S28, S32 (2026-10-12)

Operator rulings 2026-10-12 (felhom.eu 09 §3 decisions 196–233). Implemented by a helper session under the brief's full fences; reviewed, pushed, built and delivered by the lead session. Two commits: fd28d70 (the batch) and faef8f8 (R-554, kept separate until the operator approved its Hungarian — approved in chat 2026-10-12).
