fix(felhomsshd): keep the persisted port unconditionally (no self-listen flip-flop)
On a continuous reconcile felhom-sshd itself listens on the claimed port, so re-probing isFree(persisted) found it 'busy' by our own daemon and thrashed to another candidate every tick.
