Tests `TestR695_QueuedSyncsCoalesceIntoOne` (6 requests → 2 syncs; a later request is never dropped) and
`TestR695_AnEmptyDatedKeptFolderIsNeverListed`; both red-proofed (`RP-r695.txt`). Not reproduced live (the original was a
same-second race).
