R-1081 covers both spoiled tags; STATUS says the padding is fixed

0.316.3 joins 0.315.0 in the row rather than becoming a near-duplicate of it: same cause shape (a
guard that was not on the path the work takes), same consequence (a published tag whose content is
not what its number says), same answer (leave it; a version number is pushed once, including one
CC spoiled). The root fix — build.sh refusing a dirty or unpushed tree — is named in the row.
