re-run CI against a register that now carries R-551 and R-552

CI job 731 (29e2acb) failed the observations gate correctly: REPORT.md cited
R-551 and R-552 while they existed only in an uncommitted felhom.eu register.
They are pushed now (felhom.eu 3c1882a). The code commit 0fe315b passed CI (730).
