admin 5c3b218822 The signed decommission prunes the drive from every guest's bind record (found live on demo-hp, R-1124 proof)
gates / gates (push) Successful in 47s
The self-serve decommission already dropped the drive from the guest-bind record; the operator-signed one did
not, so a forgotten drive left a record the 20-second re-assert warned about forever ("skipping non-enrolled
drive"). DecommissionExecutor.SetGuestBinds; red-proved. Code only; the CHANGELOG follows the release (0.159.1).

adminandClaude Opus 4.8 109dd853a3 v0.28.0: backup re-target → felhom-pbs (offsite DR) + operator-signed decommission
- BackupConfig.BackupTarget() defaults whole-guest backup to felhom-pbs (separate
  hardware = real DR), configurable via backup.local_backup_target; all NewBackupRunner
  sites route through it. PBS round-trip proven live (snapshot marker + restore-test +
  pct-restore) before the re-point.
- signedjobs DecommissionExecutor + ExecutorChain: makes IntentDecommissioned reachable
  ONLY via a verified operator signature (keyed by the watchdog's storage durable-id);
  felhom-opsign builds decommission params from -durable-id. Runner wiring moved below
  the intent-store open.
